Consent Agenda

The BOCC discusses their position on HB10-1365.

The Moffat County BOCC is opposed to HB 10-1365, which is designed to require the conversion of coal-fueled power plants on the Colorado Front Range to natural gas.

Comstock discusses:
o Highlight the significant impact to the Northwest area of Colorado.
o This bill requires that several power plants submit a plan to meet admissions inspection.
o This will entail 3 of the 4 coalmines to be converted to natural gas.
o This is going to be a huge impact on our community. This bill has been kept quiet enough that the coal industries were not aware of it.
o The discussion indicated that this would affect vehicles, coal generation and refineries.
o If the coalmines were to be closed down due to this bill, these employees would not have a job waiting for them. The gas industries indicated that there will be more job opportunities due to this bill.
o The concern is that there would not be job opportunities in Colorado but rather where the natural gas is mined.

Excel energy was present at the meeting and they intend regularity if companies would switch from coal to gas. This would indicate a full rate reimbursement. Excel indicated that Hayden, Craig and Pawnee would not be affected. The two plants that would be directly affected are on the Front Range.

Gray states that this affect to control emissions on the Front Range is deeply impacting our community in Northwest Colorado.

Scott asks if they presented data to prove this will help emissions. Comstock indicated that they did not present firm information to this.

Beck indicates that he agrees with Club 20 which should remain neutral. Club 20 has remained natural due to policies and by laws in their organization.

Brinks indicates that the job loss at the coalmines would not be replaced by the oil industries. The oil industries are not located in Moffat County.

Peroulis agrees with the BOCC and thinks this is detrimental to the community.

Mathers asks about AGNC’s decision. Which is “monitoring” this at the moment, but they should be taking a stand instead.

Gray indicates that this bill has been worked on for a year and has been pushed through the state level representatives. There has to be an easier and more logical way to control emissions. Other states have done this by converting vehicles to natural gas. This is a simple solution to start with.

Governor Ritter says the coal only has a future if it is clean.

Moe was wondering how early this bill could be passed and how could we fight it. Comstock indicates that is should take a week to get to the Senate.

Gray made a motion to approve the letter of opposition on HB-10-1365. Mathers seconded the motion. Motion carried 3-0. See Attached.

Peroulis brings up that this does not only affect the coal industries it also affects other businesses from hauling the coal to the equipment that mines it.
